In order to carry out the strategy of coordinated development of Beijing, Tianjin and Hebei, and accelerate the construction of Beijing new airport, Civil Aviation Administration of China (CAAC) organized and held the review meeting for overall planning of Beijing new airport in Beijing from 03 17 to 03 19. The assessment panel made up of 37 famous experts in the fields of international and domestic urban planning, airport planning, airport operation, etc., related officials of National Development and Reform Commission (NDRC), Ministry of Territories, Beijing and Hebei province, and project legal persons from relevant airlines, Capital Airports Holding Company, Air Traffic Management Bureau of North China, China Aviation Oil Holding Company, etc. attended the review meeting. Zhou Laizhen, the deputy director of CAAC, attended the meeting and made a speech.
Zhou Laizhen said that we should take a long-term perspective for planning and building the new airport, firstly, we should deepen the understanding and thoroughly apply the national strategy of seeking for coordinated development of Beijing, Tianjin and Hebei. The new airport is the biggest highlight in the field of transportation for coordinated development of Beijing, Tianjin and Hebei. We should undertake the glorious mission and major task because we were involved. All parties should further deepen the understanding, align with the top-level design of coordinated development of Beijing, Tianjin and Hebei initiatively, submit to and serve national general situation, implement the requirements of coordinated development of Beijing, Tianjin and Hebei from the perspective of resource allocation and policies of new airport, seek for playing a more critical role in the coordinated development of Beijing, Tianjin and Hebei, and make more contribution. Secondly, we should strengthen planning and coordination, and coordinate the progress of new airport construction. The new airport stretches across Beijing and Hebei, and could be used to build into a comprehensive transportation hub for Beijing-Tianjin-Hebei region with itself as the core, in order to realize the seamless connection of multiple means of transportation, offer convenient and efficient travel service to the public, and play a strong part in promoting the regional economic development. Based on the existing coordination mechanism, CAAC, Beijing and Hebei province should further strengthen overall planning and coordination, and coordinate the process of new airport construction. Thirdly, we should give priority to function and efficiency, and reflect the concept of both planning and construction serving the operation. The users of airport were airlines and the public, whose feelings determined the success or failure of the planning and construction of new airport. The planning and construction of new airport should not only take full account of the requirements from airlines, but also pay attention to the feelings of the public, follow the functional procedures, reflect the confidence of national culture, and continue to discuss, improve, listen to suggestions, and optimize. Fourthly, we should strengthen the supervision, and maintain the stability and seriousness of overall planning, deeply understand the seriousness, stability and scientificity of the overall planning of airport. Once the planning was approved, we should follow and implement it strictly, and stick to the base line as everyone must keep the law.
CAAC required the unit of new airport command in charge of organization, planning and establishment to take time to sort out the achievements of this review meeting, strengthen the communication and coordination with airlines, and further improve the overall planning; the agency of CAAC would take time to negotiate with new airport offices of Beijing and Hebei province, so as to ensure to fulfill the task of joint examination and approval on schedule.
