Special Investigation Team of CAAC on Promoting Development of Aviation Logistics Industry Investigated in ACL

Improving the development policy of the aviation logistics industry and promoting the development of the aviation logistics industry is one of the key tasks of the Civil Aviation Administration of China this year. In order to fully understand the overall situation and development trend of the logistics industry, gain an in-depth understanding of the current status and problems of air cargo development, and listen to the policy demands of all parties involved in “big logistics”, the Civil Aviation Administration of China has carried out special investigation on promoting the development of aviation logistics industry for related enterprises in Capital Airport.


On the morning of September 29, the CAAC special investigation team conducted a field investigation and discussion at the Air Cargo Customs Clearance Base of the Capital Airport. Participants included Mu Yang, investigator of CAAC Department of Development Planning, and Peng Yang, Deputy investigator of Department of Transport; Director Pan Wanying and deputy investigator Fu Wenguang of the Beijing-Tianjin-Hebei Office of the CAAC North China Regional Administration; Ren Limin, Secretary of the Party Committee of Civil Aviation Engineering Consulting Company of China; Li Yanwei, professor of Civil Aviation University of China, and other relevant leaders.

Hu Tianmu, Managing Director of ACL, and the relevant business responsible personnel of the Company accompanied the investigation team to inspect the DHL International Express Center, the International Air Cargo Terminal, the Imported Second Class Warehouse, the ACL Logistics Park and the One-Stop Customs Declaration Hall in ACL Customs Clearance Base. The team learned about the operation status of each functional area in the field research, and conducted in-depth exchanges with ACL’s participants on the problems concerning airport facilities layout, ground services, transit organization, security efficiency, customs clearance efficiency, warehousing and distribution.

After that, the investigation team had a symposium with the management of Airport City Development Co., Ltd. At the symposium, the team listened to the report on the development status, existing problems and related suggestions of ACL on the customs clearance project. Investigator Mu Yang said that the customs clearance project of ACL has unique advantages in planning, design, operation management and building an aviation logistics ecosystem. He hoped that ACL will continue to expand its advantages and at the same time, they must also have the awareness of "development ceiling", continue to tap the potential, muster up strength, find the force point, and gradually move toward refined management. Hu Tianmu, Managing Director of ACL, said that ACL will accept various opinions and suggestions, continue to improve and innovate, making contributions to the development of the aviation logistics industry of the Capital Airport.
